On an Island .... In the Pacific

It is necessary to define the term "Bums" in what follows in order to know what I am talking about.

"Bums" are the people who are Intentionally make themselves a burden on our society. Examples are professional homeless people, druggies who spend all their earnings on drugs or alcohols, cheaters, people who cant keep a job because of laziness or misbehavior at work, single-unemployed-baby-producing men and women, .... and the likes. You get the picture.

These people are causing inappropriately large, compared to their numbers in the society, amount of deviation in our thinking when it comes to what are the appropriate policies which serve our society best. Whether it is welfare, healthcare, minimum wage, social security, or any other social program that is intended to make our society fair and provide a level playing field for all; these Bums provide the opponents of such policies with a perfect excuse. It is a perfect excuse because it is true. and it drains the programs from valuable resources and they make it difficult, very difficult, for legitimate beneficiaries to actually get help from these programs.

I don’t know how many "Bums" we have in the USA. However, i don’t think their number exceeds that of the people who are incarcerated in our prisons which is around 2%. That is about 6 million people. (i recently read that somewhere, so don’t ask for a link and if the number is wrong i don’t believe it would be much greater). I don’t believe our society is producing more Bums than criminals (is it? that would be terrible )

Ok now assuming we have 6 million Bums.(if it is more, please adjust the accommodations to fit the actual number ... ok?)

Since these people are causing havoc to any discussion about social policies let's take all of them and put them on an Island, big enough to accommodate their number and about 50% more for their reproduction or future mates from the 50 states. That would be around 10 million current and future bums. Why in the Pacific? i dont know, may be to keep them away from me

If we allocate about $ 10 K for each Bum we currently need about $60 Billion to start this project. The US Gov to provide the Island itself. I am sure the guys in the navy can find one somewhere in the pacific with good land and water supply. The Navy can do everything, don’t worry they will find one.

We will transfer all the Bums free of charge, the Navy can do that too. and tell each Bum, this is a one way ticket to your promised land. We have $ 10K account for you. The Nave will give you a Tent, a sleeping bag, and one month supply of food. and you can withdraw $1 K from your account upon arrival. any further withdrawals are subject to the legitimacy of the purpose. Once you withdraw all of your $10K we are done with you. no more. you are on your own.

The US Gov will transfer one hundred of each type of Bums and order them to form an administrative authority to administer the Island. This should happen within one month of the arrival of those Pioneer-Bums. After that, the Gov will just continue the transfer with no administrative duties. Just land them and go to get the next shipment.

Each year the Gov. will take application from Bums who would like to be back in the Bum-free society of ours. each applicant to provide proof of how they are no longer Bums and how would they fit back in the Bum-free society.

That is it folks. Proposals for providing this Island and its Bums with better chances for success will be greatly appreciated.

Now can we start talking about programs which make our society better and more productive assuming we have no Bums among us?

yes they can and they can apply to re-enter the Bum-free society.

This article was intended as "for-argument-sake" type hypothesis but look what happned, from the first few comments no less:

All of a sudden the people who always said that those Bums are hopeless, good-for-nothing and lazy now they actually believe that these same Bums are not that at all, and these same people are willing to take risks on them and invest in them and actually believe that they can get them to work and produce money for them. not for the bums of course.

That is a great unintended consequence of this article.

The hard-nose conservatives actually believe that the bums are a messed-up-resource that can be reformed and used productively to make money. even if the bums get very little and most of that money goes to the Bum-Capitalists, still it is better for the bums. at least they make something and they get something.

The only restriction is that no capital goes there, get the bums to start their own things there like distributors, sales,...etc. no capital of people go from here to there. Let them swim on sink by themselves.

The "Bum" title is not enough?

well, they can have "homeless" too and practice it as much as they like. no problem. I dont want to hurt their feelings at all. let them just go away.

Well, considering that bums are more likely to have children (especially single, unemployed mothers who live on welfare and child support from several different men), they probably are reproducing at a rate higher than criminals. Unfortunately, most of these children learn well from their parents and go on to be bigger and better bums.

What should we do with the new bums that are produced after the project has been completed? We have to remember here that people become bums for reasons. Some have good reasons, such as the junkie who constantly chases a high so she can forget about the abuse from her childhood or the homeless man who lost his job and then house because he has schizophrenia and couldn't afford the medication to keep him from having hallucinations. Chances are that these people either used to be better than bums or were raised by people who were not technically bums. Then there are people who have no-so-good reasons, like just deciding that they are too lazy to work for a living when they reach adulthood, no matter how hard their parents worked. The creation of the bum will be an ongoing problem.

And where do we draw the line between people who genuinely need help and people who are just hopeless bums? I'm guessing that the homeless bum described above would have a much easier time turning his situation around if medication and psychotherapy was provided along with employment opportunities. The junkie would most likely become a productive member of society if she got the right combination of drug rehabilitation programs and professional counseling and personal support. The lazy person, well, that may just be hopeless...

I think we addressed that:

1- Bums who became that way for good reasons can use the funds provided to fix themselves and reapply for re-entry into the society. Lazy bums, .... will cotinue to have fun as they are.

2- We will have nothing to do with them once they land there. no wellfare or anything other the funds described.

so you see, it is a well-thought out project.
